At the top of a division that big, with that many people and that big of a budget? Warde could possibly bury that but he would actively have to be doctoring things. HR and financial review should have/would have caught it eventually (or they did and to your point-it died there).

The whole university rallied behind this clearly mentally unstable man and they are going to use big toe head Warde as the fall guy. I doubt Warde coulda given that Salary increase by himself with no approval. There are many people at fault here.
