In societies of low consciousness those are gone in 60 seconds. People without high levels of consciousness steal impulsively. They don't steal out of need, they steal because they can. People steal Amazon packages that are sitting outside the door and they don't even know what they contain. All they see is an easy mark. Now imagine having to manage a business and these are the only people that you can hire. Until you've dealt with this element of society there's no way that you can comprehend it. Go get a job managing a corner store in the hood for about a month and get back to me after your first inventory.
