I assume that it has to do with attendance averages - Right now, they are averaging 16,000 or so per game, and the FBS requirement is 15,000 per game. But in FBS, they would not be contending every single year, and their attendance would probably drop.

Why don't they move up to D1A?

They don't really fit anywhere in FBS - too far west for the MAC, no one really near them in CUSA, obviously not Sun Belt and I doubt the Big XII or Mtn West would look at them seriously either.

There is something to be said for being the biggest fish in a medium-sized pond.

Same with Montana and to a lesser degree Montana State. Big fish in a little pond. I believe that Montana is actually larger than Wyoming, who is Div. 1A. I would think both Montana and NDSU would fit in the conference if Wyoming does from a numbers/size perspective.
