I'm with you on the first point. Could be right about the second, too, but that seems like a lot of trouble and risk to trap scavengers. Every time the trap is sprung, you've got to herd the zombie sheep again. I think it functions as a trap like the off-market use of a drug. I think the primary purpose is something else.
