As far as whether it should be a penalty, who really cares? A fifteen yard penalty isn't going to stop those. If your only chance to stop a td is to horsecollar a guy, you are likely to do it anyway. As if its a conscious decision anyway at game speed.

that rule pretty much sounded the end of Roy Williams' career, since that was the only way he tackled...

Unnecessary Roughness may fit that exact description, actually.

Unnecessary roughness is a possibility, for sure.

I'm not overly exercised over the lack of a call, but it could (IMO) have gone either way.
