It's gotta be both. When you get caught stealing, you don't have the option of giving it back OR going to prison. You obtained something illegally that doesn't belong to you. Step one, it gets removed from your possession. Step two, you get punished so YOU learn a lesson, and future assholes see what happens if they want to try the same shit.
I'm still annoyed that the Big Ten watched *ichigan walk up the street, break into every house, steal what they want, and then on to the next house. The Big Ten could have stopped *ichigan. Instead, they let them walk into the Big Ten's house and steal the championship trophy.
Then... the playoff committee celebrated *ichigan's cheating and invited them into the 4-team playoff.

I respectively disagree.

A bowl ban tells recruits no matter how well you play, you won't be highlighted in a bowl game.

That's got to hurt recruiting...

I honestly could care less about postseason bans, they've already reverted back to mediocrity. Banning them from competing in 3rd rate non playoff bowls does nothing.

I don't think it's that. None of the changes in college football have impeded growth in coaches' salaries, nor do they seem likely to.
I said it poorly. The coaches obviously aren’t competing for the same dollars as players.

They are, however, seemingly wanting to go back to the days where the kids weren’t paid. It’s the hypocrisy of the whole “for the good of the game” bullshit. Bad for the game if players are paid but coaches can bail from team to team for millions a year and it’s perfectly fine.
