I hope they never actually throw the bank at him. Just bring him in to wine and dine for a couple days to force Baltimore to break the bank to keep him. The Browns best play is to let everyone know that they want to sign him even though there is no chance of signing him.

Meh, the guy played pretty well and won a ton of games and a Super Bowl. Seems time to accept he's a good QB.

What do you expect him to say? Dude said that, then went out and backed it up with a Super Bowl. I don't think he's the best, or top 5, but if I have a starting QB I definitely want him to think so.

I'd expect him to say something that's not laughable and ridiculous. This may come as news to you, but there's a lot of mediocre-to-good QBs that have won a Super Bowl, so let's not overstate Joe's ability based on winning. The fact that he won a Super Bowl doesn't make him any less of a clown for thinking he's the best QB in the league.
