Tbf, Herbie was on some very mediocre OSU teams. Cooper hit his stride in recruiting and talent coming together when he left.

Good point and Ohio State was obviously a run-first team. 1991's stats, when Herbie was splitting time with Kent Graham (and throwing for about half as many attempts):

Ohio State's defense appears to be pretty good - giving up less than 2 touchdowns per game, while running for more than 2 touchdowns per game.
But they ran 2.5 times as many times as they threw the ball in 1991.

1992 has a bit better passing stats, with a little worse running stats:

The run-to-pass ratio went down to about 2.0 runs per pass.

I don't your Buckeye fandom history, but I really started watching Ohio State in 1986. And 1987 (6-4-1) and 1988 (4-6-1) were still pretty recent. 8-4 in 1991 and 8-3-1 in 1992 were good-ish, I guess.
