So, I'm far from an expert with NFL and stuff. But I was talking to a buddy last Monday. He says that if you cut a player, all of the money you've paid him in signing bonus has to hit that team's salary cap that year. I guess the Browns just renegotiated Watson's contract so a lot of his pay is guaranteed - a signing bonus. So, normally that would hit all of the years of his contract equally.
