I was not sure where to put this here or in the draft thread but according to Terry Pluto, Banner calls all the shots. Lombardi just does player evaluation.
In essence, Banner acts as the general manager/CEO with Lombardi and Farmer as his assistants.

Yes, Lombardi liked Barkevious Mingo. The Browns also liked Alabama defensive back Dee Milliner. But they went to Mingo because Milliner had several injuries at Alabama -- and that was Banner's decision who to pick in the first round.

After watching Phil Dawson kicked the winning field goal I started thinking about all the excellent place kickers the Browns have had over their franchise lifetime. If only they could select other players like they have selected their place kickers is hard to say how many Super Bowls they might have gone to.

Manziel is an interception machine... he's exactly the kind of guy I expect Cleveland to draft.
All hype that will be a flop in the NFL.
He'll feign injury in the first 3 losses of the year as well; and we'll be right back to Hoyer or whoever is left behind him.
