Both QBs were injured in 2008 and despite the team doctors clearing them to play both went on to have terrible years with respect to what they are accustomed to doing. Palmer had his two lowest completion %s of his career and Jake Delhomme played his way out of a 42M contract he signed the previous season.
Here is my argument, Jake Delhomme was a decent player before he had the same injury as Palmer. Since then he went 8TDs to 18INTs in 09 and if you count the last half of '08 he has 8TDs to 24INTs. Both players have fallen off dramatically since they had injuries. Anyone that watched the Bengals could tell Palmer's arm was shot. But the point is Delhomme is done.
Below are career stats for Delhomme.

Delhomme had surgery in 2007; 2008 was his first year after the surgery.
Look at his stats in 2008 and compare to previous years. You say that Delhomme was decent before surgery and horrible after surgery. So for fun, let's look at his stats from 2003 - 2006, omitting 2007 since he had season ending surgery early in the season and compare them to 2008, the season immediately following his surgery.
From 2003 - 2006, Delhomme averaged 3332.75 yards per year, whereas in 2008 he had 3288 yards. I may not be too good with math, but the difference seems negligible to me.
From 2003 - 2006, Delhomme averaged 14.5 interceptions per year whereas in 2008 he had 12 interceptions. It seems that his interceptions imporved
after surgery.
From 2003 - 2006, and this is probably the important stat, his average QB rating was 84.65 whereas in 2008 it was 84.7. Again, my math abilities may not be that great but I would say that is basically the same.
