College football bowl projections: Updated spring picks for 2024 season

What am I missing, here? In a traditional playoff, where the brackets are fixed once they're made, 1 plays 16, and the winner plays the winner of 8 vs. 9. Assuming 1 wins those to games, they'd play the winner of 4 vs 13 and 5 vs 12. The winner of that is in the title game. Obviously, there is no 13 or 16 (or 14 or 15 on the other side of the bracket) so those games are just byes. In a traditional playoff, there's no way for 3 to play 1 outside of the title game.
I know that the NFL recreates the bracket after each round. 1 gets a bye, 2 plays 7, 3 plays 6, and 4 plays 5. Then 1 plays the lowest-seeded team (highest number), and so on. So if 7 beats 2, 1 will play 7, not the winner of 4 vs 5.
Is that how the college playoff is going to be?
I guess that still doesn't make sense. In the semifinal, there should still be 4 teams. And with 1 automatically playing the lowest-seeded team, how can they play #3?

Under the 12-team playoff format that begins this fall, the four highest-ranked conference champions will be seeded one through four and each will receive a first-round bye, while teams seeded five through 12 will play each other in the first round on the home field of the higher-ranked team. (The team ranked #5 will host #12; team #6 will meet team #11; team #7 will play team #10; and team #8 will meet #9.) The quarterfinals and semifinals will be played in the New Year's Six bowl games, the national championship game will continue to be at a neutral site. No conference will qualify automatically and there will be no limit on the number of participants from a conference.
