From 5* to 1.01 in the USFL based more on the fact that you'll get fans to come instead of actual talent. Life comes at you fast when you put it in the hands of Jim Harbaugh.

What we really need in the US is to setup the NFL like European football. Every semi-major city has a team and the top 32 make it into the NFL. Every year the bottom team or two in the AFC and NFC get relegated and the top 2 or 4 teams in the lower tier get promoted. That way we wouldn't have to worry about teams tanking for a higher draft pick since the second tier draft would happen after the NFL. With NFL style free agency teams might have a better chance of sticking in the higher league after they are promoted rather than having the same teams bounce back and forth every year.
