The twitter account is his personal account with no direct ties to OSU.
There is no evidence of Smith using an OSU email account for any such activity-total strawman on your part.

It can be shunned by individuals, but a coach forbidding twitter or Facebook is pretty much impossible. It's also ridiculous. Both are so ingrained in youth culture that you might as well ban rap music in the weight room or ban pizza and video games.
