You left out Bill Bray. You were short a bullpen arm anyway, there's no way they go with anything less than a 12-man pitching staff.
Ondrusek is the 12th man in that bullpen, and it could be somebody else in that spot when camp breaks based on spring performance and/or business reasons. Ondrusek still has options and can be stashed in AAA rather than having to put somebody like Josh Judy or Andrew Brackman on waivers.
Marshall is the 8th inning guy, not Masset. Marshall is probably the highest leverage arm in the pen and has (statistically speaking) been the best reliever in baseball over the last two years. He has excellent splits against righties and lefties, and the presence of Bray means he doesn't have to be used as a LOOGY.
As for the rotation, I think Latos is the #1, but that Cueto will start opening day because he is tenured. I think Arroyo is the true #5. I think if he continues to suck he will find his way to the bullpen since his contract means the Reds are stuck with him. If that happens, it could be any one of Chapman, Francis or Tomko moving into that spot, depending on who ends up in L'ville any how well Chapman does at re-education camp. The only way Bailey is not in the rotation is if (when) he is hurt or if he is traded. Everything I've read says that he is not a good bullpen candidate. Since the Reds brought him up way too early he is now out of options, and there's no way in hell he is just waived.
