In a nutshell...
Troy apparently volunteered at a charity football camp put on by Titans QB Steve McNair. Smith apparently may have violated NCAA rules by doing so, in that he apparently failed to obtain written permission from the AD, and he may also have missed a class (or classes) to attend. Both of these things are NCAA violations, and it seems relatively clear that he at least failed to get the permission from Gene Smith. These are very minor violations, and likely nothing would be done at all except that Troy is already on probation. Officials at tOSU seem to feel that the NCAA will not force Smith to miss any additional games. At this point, nobody is certain whether or not Smith actually broke any rules, but OSU has apparently been investigating this for over a month now, so he likely did.
