Poachers. Specifically trophy poachers who leave the carcass to rot (no qualms with the rural tradition of putting one in the freezer before the city boys arrive on opening day). That they only lose their "hunting" privileges for three years is a travesty.

In Ohio, the ODNR now seeks civil restitution for trophy white tails taken scoring over 125. I don't know the formula off the top of my head but, they've sought restitution (on top of the fines and court imposed bans, etc) that I've seen in the high 20K's.
