IMO, it was basically the stereotypical "old boys club" "boys will be boys" reaction that is used to minimize so much evil and perversity (not necessarily or even mainly sexual -- e.g., racism, fraud & cheating by banksters) habitually engaged in by members of the "club." I don't think that the Three Stooges were "covering up" for the sake of the insitution in the same way that so many in the Catholic hierarchy covered up for priestly pedophiles. They were just "covering up" for a long-time member of the club (i.e., treating him "humantely" and screw anybody whom he harms who is outside the club).
