However, Cooper and the team were up 24-9, as I recall, in the 3rd quarter. He then started calling all running plays, relying on the OL, the running game, the defense, and the special teams to kill the clock with a 2nd half lead on a .500 team at home.

Wasn't Cooper playing Tresselball?

MSU was punting from around their own 20 in the middle of the third quarter, down 24-9, and the (short) punt bounced into Nate Clements, who was attempting to block a gunner when the ball wasn't going to be fielded. MSU got the ball back and scored on that possession to get back in the game.

If tOSU would have retained possession on that punt, Tresselball would have been very effective with a 15-point lead late in the third quarter.

I don't recall all running plays after that point. I recall Julian Peterson raising havoc and a decision to not kick a FG when it 24-28 (although a made FG may have altered MSU's play calling on their last possession, when they were trying to run out the clock but weren't able to do so).

I view that game, based on talent differential, location, what it cost us, and a variety of other factors as the most painful (if not the worst) loss in OSU history.

The MSU game is a distant second.

I think the 1969 UM team was a siginifcantly better team for their time than the 1998 MSU was. They also had the revenge factor going for them after getting pummeled 50-14 the year before (Woody's infamous 2-pt conversion game for those who may be too young to know). It was a truly stunning upset at the time, but in retrospect many can say "I can see why it happened". It also was at the Pig House. Michigan took it to us kickoff to gun.

Conversely, the MSU debacle was at The Shoe against a so-so team with no real motivation other than playing the #1 team. We also had the MSU game in the bag until MSU caught a huge break on their punt to turn the game completely around. Even in retrospect, we had no business losing that game...

It was Michigan. There is no comparison to having the rug pulled out from under you by Michigan and having it done by any other team.

I just checked Snopes.com. This is an internet rumor and never actually took place.

UrbanLegends.com seems to disagree with snopes and wants to continue the rumor by manufacturing some ficticious internet sites to verify the hoax.
Introduced into the PD archives is this urban legend.
Cleveland.com: Ohio State Buckeyes

Nov. 23, 1996 at Columbus
MICHIGAN 13, OHIO STATE 9
The setup
No. 21 Michigan (7-3, 5-3 Big Ten) appeared no threat to No. 2 Ohio State, which had already clinched a Rose Bowl berth at 7-0 in the league and 10-0 overall.
The game
OSU had rotated quarterback Joe Germaine in relief of starter Stanley Jackson all season, but Jackson's continuing struggles caused head coach John Cooper to depart from that strategy against Michigan. Germaine started and Jackson relieved, and together they had OSU off to a 9-0 lead at the half. The margin should have been larger, given Ohio State's 220-62 edge in total offense at the break. That cost OSU on the first series of the third quarter, when All-American cornerback Shawn Springs slipped to the turf and quarterback Brian Griese hit Tai Streets for a 69-yard touchdown. The OSU defense, which hadn't allowed a 100-yard rusher all season, permitted Chris Howard to power Michigan to two sustained field-goal drives thereafter en route to a 105-yard day and the upset victory.

they even have added this fantasy game into a manufactured youtube video.
The alleged springs slips play was purportedly early in the 3rd quarter and Tsun was able to shift the momentum but still trailed 9-7. TOSU is reported to never be able to generate any offense after that TD and eventually lost on two TSUN fgs.
The falsified Youtube video with Springs Slips comment is found at about 1:20.
