Notre Dame has plenty of talent, but they still haven't beaten a decent team in years. They haven't beaten a ranked team under Weis (and, in most of those games, they lost by at least 2 touchdowns).
If Weis can ever get his head out of his ass and effectively utilize the talent they have, they could be respectable. However, there's little indication that he can do that.

A lot of teams are going to beat Michigan pretty badly this year. I'm not sure that's a good measuring stick.

Not at all, ND has most of it's team back with an easy schedule, while OSU got hit hard on offense and plays a tougher schedule than ND.
