I thought he was pretty clear that he likes the entertaining Sportscenter highlights of Johnny Fubar but has not evaluated him or any college QB yet. Does sound like he expects to have input on decision and they are serious about taking a QB in the 1st.
You are correct about the evaluation but he also states that they will only take a QB in the first-round if it is a "franchise" QB so we shall see.
Shanahan acknowledged that studying Johnny Football will be one of his top priorities. The Browns have the No. 4 and No. 26 picks in the first round, and are poised to draft a quarterback in the first round if they identify a franchise quarterback in the bunch.

Looking at how the salary cap works teams are better off drafting lower round QB's and hoping that they end up with a Russell Wilson rather than drafting a QB high. The bust potential is almost as high but you don't lock up a ton of money in them. Unless they think one of the top 3 is can't miss I'd rather see them use a third and a lower round pick on a couple guys in the draft and let them battle Hoyer. Maybe they hit the jackpot and find a franchise QB. If not Hoyer will hopefully be good enough with 3 picks in the top 35. If Watkins and Hyde are 2 of those picks I think they will be going in the right direction regardless of the QB. Fill in an ILB or CB with the Colts pick. My perfect albeit unlikely first 3 rounds of the Browns draft would be Watkins, Mosley, Hyde, Roby, QB.

Right now teams like Seattle and San Fran have their QB's on the cheap and are able to invest in the rest of the team. The Broncos don't have the flexibility to improve as much with Manning getting a ton of money.

Looking at Watkins' injury history and missed games - I might strongly consider Evans at this point. Especially if a team like Jacksonville wants to trade up a spot or so... I wouldn't even ask for anything extravagant. 2nd or maybe a 3rd rounder. Get something out of the deal and still put this team in prime position to take a position (WR) and make it dominant.

The problem with Evans is that I'm worried he could be more Matt Jones without the coke habit instead of a real deal superstar WR. He was always the tallest guy playing against 19-20 year olds going up for jump balls from Johnny FUBAR.

Basically I don't buy anything coming out of aTm right now.

Seattle might be having cap problems without paying Wilson very much from what I have read. They have a couple free agents who are going to have to take their hometown discount if they want to remain in Seattle.

I would be fine with Watkins and Mosley as the first two picks and I really love Carlos but I think he is going to have some competition with regard to being the first RB chosen with the guy from Auburn, BC, and Arizona.

That wouldn't bother me at all - Carlos would bring some home town flavor and immediately give us another player to help endear the fan base. We love our Buckeyes. Cleveland is a bastion of Pro-Ohio State folks. It's a win win.

Point taken on Evans. While I wouldn't necessarily invest any 1st rounder into him - that receiver out of Oregon State (the slot guy) would be a nice addition. I don't expect Little to make it through the off season. A damn shame, kid is a physical talent.

I am with you when it comes to some home town flavor plus Carlos was probably my favorite player on the team last season so I would love for the Browns to select him over those other guys I mentioned. Speaking of home town flavor, the guy who posts on the Browns Scout site had us selecting Shazier with the second pick in the first round this week:) He consistently has the Browns selecting Johnny football with the #4 pick as do many other mock guys.

For the life of me I can't picture a position Shazier would play on this defense. Even if he's up at 225lbs. He'd be a freak athlete at ILB, a 3 down player - but he'd take a beating against the run unless Pittine is confident our Dline could keep him clean. Even then, a Mike is basically a RB without the ball. Obviously he makes a hell of a situation edge rusher, but I can't see putting an ILB in that position as most of their blitzing is done A & B gaps.

At this point I"m just saying no Ma'am to any QB in the 1st two rounds. They have the opportunity to add play makers and valuable depth to this squad in this draft. Something we haven't had the luxury of since the return of the team. I think of a QB as the perfect woman, you won't necessarily go out and be successful hunting for her; In some cases, you just happen to run into each other. Obviously I"m not saying Hoyer is that franchise QB, but damnit the Seahawks just won a Superbowl with Russel Wilson who is by far and away not an elite QB. Don't tell me a smart, heady player like Hoyer who can diagnose a defense, make some good throws and buy time with his legs can't somehow be successful with the right surrounding cast.
