Negative recruiting = recruiting
There's no difference, and you're right it's a matter of perspective depending on who you root for. Coaches like Urban Meyer, Larry Johnson Sr., Tom Herman, all have been seen as recruiting negatively, and that's just from the OSU staff(though these men were just seen as negative recruiters when they weren't on the OSU staff). Recruiting is recruiting, it can get dirty, but the best adapt and still find ways to sign top talent year in and year out. I'm sure that Clemson fans don't think that Rev. Dabo recruited negatively when he told Jordan that if he went to Clemson he loves his mother...

If you negative recruit you better be right. If not, it will catch up to you one day.
