I really don't think there was much more he could have done in the Invasion angle. HHH was out and all of the big name WCW guys were under contract to Time Warner.

He could have made some of the WCW or ECW guys, you know, win a match once in a while. It was one of the worst angles ever because he didn't want to make/have any of his core guys who stayed with WWF through all of the MNW lose to the guys that bailed, or the guys that were in WCW all along. That angle could have been so much more, despite the fact that some of them had stupid contracts. Instead it lasted a few months and he turned all of them (even guys like DDP) into jobbers. Wasted opportunity 101.
