How is a 4star from a OH legendary HS ever considered a steal?

I remember going to watch Glenville vs Massillon in the playoffs. Glenville had Christian Bryant & Latwan Anderson, AKA the best secondary in OH. We couldn't figure out who this JR WR for Massillon was and why the Glenville boys couldn't cover him. A few years later, it became abundantly clear.

He was the composite #15 player in Ohio, thats kind of highlly ranked though...
But I'll go back to Chris

Devin was the 35th ranked receiver and like 285 overall so I mean it wasn’t like he was highly ranked
