Who was faster? TGII or TP?

It is Teddy by a mile.

In spikes and compression shorts, there are plenty of Ginn caliber sprinters that play football. (maybe not hurdlers).

In pads, I am not sure I have seen his equal.

Terrelle has freakish speed, but he does not have a different gear than every player on the field like Ted, and he certainly won't in the NFL.

I'm trying to think of the fastest players ever that I'd love to see in a race with TGII.

Deion Sanders comes to mind.....

Darrell Green was the first name to come to mind. Only person to ever run his age. 4.4 40 at 44 years old. Being a Redskin fan, if any other name came to mind, I'd be committing blasphemy.

But Neon Deion, Joey Galloway, and Lamar Thomas (of Da U) were pretty fast in their own right.

The two guys I thought of first were 'Bullet' Bob Hayes and Darrell Green.

Hayes was the 100m Gold Medalist at the '64 Olympics, and was a solid receiver for the Cowboys for several years.

Teddy, by a mile. But lets not discount the incredible athletic ability that Terrelle possesses. A 6' 6", 250lb quarterback that can run a 4.4 forty time is truly freakish. Watching the highlight of his run against Illinois he was blowing by DBs with ease down the sideline.

Two clips to watch that will answer your question.

#1. The opening kickoff in the Florida BCS game. The Gators wanted no part of Ted Ginn that day and thanks to Roy Hall, they didnt have to worry about him after kickoff.

#2. Punt return vs Philadelphia, with Miami. Listen to the announcer as he smokes the angles that 3 different players had on him. Those are professional athletes he's torching in that return.

Terrelle is sneaky fast and its terribly impressive with his size. But, like another poster already mentioned, Ted Ginn Junior is the faster player I've ever seen in pads.
