Here's a list of the fastest college football players, which includes YouTube clips of most of them. The reference this site uses is the 100 yard dash, as opposed to the 40, as we're used to. It only goes back to 2007 though, so it misses TGII.

in the few games I saw Ginn play, he looked like the fastest guy on the field (when not playing an SEC team).
TP has some speed, but doesn't look like he's on another level like Ginn did.
His first and only play against an SEC team, he blew past the entire team.

Well, I think you have your "down there"s confused.
Look, Teddy is insanely fast, fast as any SEC speed burner. But there was a hold that gets called most of the time if seen that was not called. Not saying Reggie f-in Nelson is as fast as Teddy, or that he definitely would have caught him with his angle, but the fact is that as Reggie went for Ted he had a horse collar hold for a second that stopped him from accelerateing toward Teddy.
I'm not making it up, and considering how the game turned out for me, I'm OK with the no-call.
Just chit-chatting, as it were. :p
