Assuming England beats Algeria today, England and Slovenia will lead the group with 4 points each. They then play each other.
They are almost in a position where they could play to a draw to ensure they both advance. However, if they play to a draw, and USA wins against Algeria it leaves the door open for England to get knocked out based on goal differential. As such, England will go for the win when they play against Slovenia (which they likely would have anyway).
If England beats Slovenia, then the task is simple for the USA. Beat Algeria, advance. If Slovenia beats England, then again all the USA has to do is win to advance over England. If England and Slovenia draw, then the USA has to win and overcome the goal differential margin in order to advance.
The chances are pretty good, I'd say.
