So, here are the penalties from 2012 through 2003 for Penn State vs Ohio State. Yesterday's game - the most penalties in the last decade.
In 10 years Penn State had more penalties in 2 years. Sure sounds like a bias against Penn State to me.

I will have to dig through some boxes, but several years ago one of the major pre season publications did an article about just that. They had an amazing streak of All-American LBs from '68 to '75 which earned them the nickname. After that, they haven't been any better than most other elite programs and it is relatively easy to make the argument that Ohio State has been at least as successful if not better at pumping out elite LBs.
