When an official extends his arms like he's about to give a hug, it means there isn't a count going on, and when the defender moves back in to guarding distance, the count restarts.
One official kept the count, but Jeremie took his dribble to the other side of the court where an official started a new count. It was a 5 second call but I can't fault Jeremie for it. The official who DID NOT make the call butchered it by starting a new count giving Jeremie a false sense of time.
Thad wasn't happy.

As BB73 noted, it's an outdated rule. There's no need for it in the shot clock era.
