Getting back to the original topic, I know it's kind of old. I think there is an important distinction between "fan support" and "tailgating". tOSU is obviously top 10 in fan support, I think where are tailgating might suffer is that it's so spread out. The stadium lots aren't very big, a lot of the parking lots are pretty far away, the Lane Avenue scene is cool but sort of commercialized. I can't say I've been all that many places but if you look at say..Michigan where they have the HUGE grassy area at the high school and the stuff the golf course area as well you have significantly large tailgating areas that stretch as far as the eye can see. If it wasn't filled with doucher Michigan fans you could see where it would be a fun time.
In terms of university policies, someone mentioned alumni harassment, I think the worst thing which still goes on is the STUDENT harassment. When I lived at the Party Barn on Lane (pictured in avatar) the CPD's favorite stunt would be to send undercovers up onto the porch to ID and arrest like 5 or 6 people (out of hundreds there) for underage drinking. They'd then throw them in the slammer for 18+ hours just for the hell of it. I thought it was pretty pathetic since all your really doing is spoiling a couple of kids days and making a few bucks. It might be different if there was some issue with the party in general but they were really just filling their quotas. The apartment was closed off, no one got in uninvited or anything, besides them. Of course they do the same thing all over campus but that spot in particular obviously got a lot of attention. The whole initiative to do this was started by Ohio State in partnership with the CPD obviously..at some point a school has to show some respect for it's students.
