Nope. The rule is that the old 5 yard penalty is no longer illegal. I've seen many many times where a QB or anyone's facemask is touched and no call. The refs charged Ohio State a first down and half the distance for a play that was not illegal in any way.

Not to mention that the flag was thrown by a guy behind the play who couldn't possibly see it.
