There are other ways to hold parents accountable without making them write you a check. If the kid was busted tagging a school wall, remove the kid from school until his parents come in to help repaint. Make the parents attend detention with the kid. When the parent starts to feel embarassed by the things their kid is putting them through, maybe they will tighten the reigns a bit.
The idea of fines and higher taxes would only affect those families who struggle financially already. Rich kids could act up and daddy would just write a check to make it go away. Poor kids act up, and the parents are inclined to remove the kid from school to avoid paying the fines. And then we have just set up that child to be a failure in life and poor like his parents.
We can then dive into the finacial and social impact of what we just did to this kid. But that woul be a completely different thread.

I used to have a band teacher that would throw music stands (the old metal kind, not the flimsy plastic ones they've got these days) when kids fucked up. He was a bit of a nutcase, and always at odds with some parents and school officials (for obvious reasons) -- but he was no doubt the best teacher I ever had.
If the kid, and/or his parents, can't take being called out in class because he's acting like a brat -- that's their problem, and it won't get any easier in college or at a job. I don't think throwing books, etc. is always a great option but it's hardly "assault" either.

Of course not. This is ridiculous. This is a TEACHER, not a playground chum. This kid wasn't threatening anyone, he was TALKING for christ sakes. Send him to the fucking office. That's what they did to me. This teacher knows damn well what they did was wrong.
