Yeah, I'm pretty sure they blew that call. As well as the first down helmet to helmet on Tolzien. It doesn't matter Wisconsin only gets up for one game and this isn't the one.

In college, the ball has to hit the ground in the end zone for it to be a touchback. At least, that's what I just read.
