Assuming that some teams are too far away from improving their O-line to protect the Quarterback, I think one of the best ways to find a fit is as follows
A - Team that has given up a reasonably low number of sacks.
(Speaks to a good, stable O-line)
B - Team in group A that is not riding very high in the standings.
Will be ready to pick a QB if needed.
C - Team in sub-group of A that is in group B that has a need (or perceived need) for a QB.
A -- B -- C type teams?
Some of those mentioned before
Miami -- given up 32 sacks, QBs on staff Culpepper and Harrington. Looking for help period.
Cincy -- given up 30 sacks, fewer now, Palmer & Wright on Staff. Might look for a replacement or addition to Wright.
Baltimore - 16 sacks McNair and Bolger on Staff. McNair has been rejuvenated, but the future demands new talent be groomed.
Philly -- Given up 22 Sacks, McNabb and Garcia, the soup man is one injury away from giving Philly heartburn again.
Green Bay - 19 sacks given up Legend at the helm, Rodgers in the wings. Needs a third quality QB to give them a good prime and back-up.
Not mentioned, but maybe not needing a QB?
Tennessee -- Gave up 18 sacks - Young is the future though and Troy would be a perennial backup lest Young falter or get injured. Collins is the type of journeyman who may just move on after the season ends.
Redskins -- 15 sacks yielded - Campbell was it for them in the recent drafts, so why is Brunell getting all the snaps? Fewer mistakes? More dependable?
Unless an outside chance like the Titans or Redskins takes a chance on Troy I suggest that the likeliest, friendliest home would be the Ravens.
