Actually, the penalties did hit. Penn State players were allowed to transfer immediately without sitting out a year - remember that little provision of the consent decree? And as a result, Penn State lost their two best offensive players, plus their place kicker. The loss of PK Fera definitely cost them a game, and RB Redd and WR Brown definitely could have been difference makers this year.
As far as current recruiting, Penn State is 9th in the Big Ten and 42nd nationally with just 13 recruits (according to Scout). By the way, they have more top-100 recruits (2) then every Big Ten school except for Ohio State (6) and Michigan (5). They have the #2 TE, and the #5 QB in the country committed. Granted, Penn State has only two more slots open for this class, but they have done quite well even with the scholarship limitations.
Teams like Boise State and TCU have shown that you can turn a bunch of two- and three-star talents into a very solid college football team, given the right coaching and a viable scheme. I think that O'Brien is a very good coach who will likely keep Penn State in the upper-middle of the Big Ten pack throughout the sanctions period.

Exactly. I'm pissed that Penn State didn't get shut down for four years, which is what should've happened. I don't think that the actual sanctions will hurt Penn State nearly as much most people anticipated. Certainly they won't be "worse than the death penalty", which was a common mantra earlier in the year.
