They don't get to "sign off" on this. That is the point. It is imposed on them. O'Brien as of two days ago was telling recruits/people it wasn't an NCAA issue and he didn't expect any NCAA sanctions. The BOT for Penn State didn't even know the punishment.
The NCAA didn't ask for their input. They just asked them to respond to 4 primary questions and based on those answers the NCAA pres decided punishment.
You shouldn't question the leadership of PSU right now, question the leadership for the past 20 years.
I assume that the sanctions mean that Penn State is ineligible to play for the national title or are the play-off games not considered "bowl" games?

Big Ten confirms that Penn State is ineligible to receive its share of league bowl revenues next 4 years. (That's around $13 million.)
