If Ohio State continues to win Big Ten games at its historical rate (.734), then Penn State would need to win 134 straight Big Ten games to close the 35.5 game gap that separates the two teams. That's almost 15 complete Big Ten seasons, assuming the current 9-game Big Ten schedule.

If the Big 10 refs were unbiased, that would be entirely possible, perhaps even probable.
