I've never heard that, but its possible. I grew up about 10 miles NW of Tiffin and know the town well enough that the streets would work in such a fashion. The only problem with this theory is that Tiffin used to be two towns: Tiffin on the east bank of the Sandusky River and Oakley on the west bank. Anyway... I remembered that after the hint, because the guy... supposedly (and maybe we should get out the google sattelite thing) designed- with help- the town in the shape of a wagonwheel (streets) and I've gone the worng way on those stupid things a few times...
