If there really were no other expense reimbursements and the guys paid their own costs for gas and whatever along the way, and were simply reimbursed improperly from a procedural standpoint then it is a pretty harsh penalty. It sounds like the NCAA thought it was worse than that, given that cash changed hands; probably driving the 2 game suspension.
Although I have to hold the kids accountable for their mistakes, I have a huge amount of sympathy for them because they really do live a different existence than most college students. It is damn tough on them. They have to stick together because they must question the motives of any "new friends" whether they are fellow students or adults outside of the OSU Athletic Department. My oldest is a D1 soccer player and she pointed out that a lot of varsity athletes from different sports are comfortable hanging out together simply because they know that they are all in the same boat, and can let their guard down because of it.
