You only have 30+ years of work (and some of that in management) experience? Come back and talk to me when you surpass 4 decades in management experience. Then you'll at least be close. You're taking your general observations and applying them to a unique case. Might your observations be correct? Quite possibly. Do you have enough knowledge of this particular situation to make unequivocal assumptions? As Al used to say to The Tool Man, "I don't think so, Tim."

Oh kiss my ass. That’s 30+ years of management and close to 45 working. I’ve got a masters in management and been a CTO amongst other senior leadership positions. I’ve dealt with many reorganizations and personnel issues in my days.
