So before playing a down of football for 62 years the football teams not even formed were already rivals? Guess that battle over the Toledo strip really meant something to you.
Let me try and follow your logic for a second. Because the states of Pennslyvania and Ohio did not have a battle over land they could not be rivals from day one like you insist Michigan was. Can you answer the (I'm betting you can't, but humor me) following question: Michigan won 21 of the first 24 games with Ohio State, at what point did Michigan consider Ohio State to be a rival? 1835, right..... :lol
Since 1993 as Zurp pointed out Penn State has the 3rd best conference record (not counting Nebraska at this point), so your thought of middle of the road is false.

At what point does it become a rivalry though? Is it a matter of fact, personal preference, or other factors.
I was just going into high school. I also grew up in eastern ohio for about 60% of my childhood and I had relatives in PA and would hear before they joined the B1G how much better they were than Ohio State, so I guess I got my disdain for them at an early age before they came into the B1G. The ingredients were there when they came into the B1G do there to be a good rivalry (passion fan base, good standing programs (at the time), proximity of the schools, etc...).
I guess in some people's eyes that rivalry never became what they thought it could be based upon whatever their reasons. It is what it is to whatever one wants to think. There is no problem with that.
Michigan = historic rival
Wisconsin = Recent rival
Ped State = Pedophile enabling appendage to the Big Ten.

If you don't understand the profound cultural differences between the states of Ohio and tsun that make the rivalry much deeper than just football then nothing I can write is going to help you get it.

I'm sure everyone defines "rivalry" differently. I doubt there's any good mathematical formula you can use to draw a line on a spreadsheet to separate the true rivalries in sports from the non-rivalries. I'd say it's the "personal preference" option.
I'm sure the game means something different to you than it does to me. I never knew many real Penn State fans. Off the top of my head, I can only think of one, and he is nothing like what I see on BWI. He's a big reason I never minded Penn State until 2005. He never gloated about big Penn State wins or bragged about their graduation rates or anything. So to me, that game was never "Ugh - Ohio State HAS to win, or I'll hear about it for another year!" And while Penn State has been in the Big Ten for over half of my life time now, the foundation of my desire for all things Ohio State still has nothing to do with Penn State. Someone else posted it: some of us forget that Penn State is even in the Big Ten sometimes.
Conversely, I think anyone who grew up in Columbus knew those Wolverine fans who were only Wolverine fans the day after they beat Ohio State. They couldn't name a single player on the team, except maybe the quarterback. They couldn't name the win-loss record. They knew the score of the game and that was it, and they made sure Buckeye fans wouldn't forget the score.
No one ever said that it's a one-game season, when referring to Ohio State's annual game with Penn State. Again, I'm comparing Ohio State's rivalry with Michigan to some people's claim to a rivalry with Penn State. I know no one says they're on the same level. But I guess that many of us grew up with that one rivalry. There are no other rivalries to us. You can spout the history of Illibuck or whatever other rivalries you want, but for whatever reason, we don't see those games as rivalries. Same goes for Penn State, to me, anyway.
