EDIT: According to this LA Times article, a change in NCAA rules allows teams to ask for a game-by-game exception from their conference, which is responsible for ensuring that jersey colors contrast sufficiently. Since this is a bowl game (and thus an interconference game), I'm not sure who'd be the approving authority.

It all goes back to when you needed a dark jersey on one side and a light jersey on the other, so that people watching black and white tv knew which team was which.

Yep.
These days unless the teams wear the same colors what does it matter?

I remember watching USC-UCLA in the 70s and both wore their home jerseys because they shared the LA Coliseum. It wasn't hard to follow given the contrast between them. Unless Oregon wears gray - which with them, who the hell knows - our school colors contrast more than enough, but it won't happen.

What if Washington played at Boise State and wore their purple jerseys? It's a different color than BSU's blue ones, but there probably isn't enough contrast between them to be feasible.

And there's the point...contrast. Remember the "Holy Buckeye!" game at Purdue in 2002? We wore road whites yet Purdue's light gold jerseys weren't much darker...would not have been surprised to have seen the Big Ten and/or the NCAA force them to wear a darker-colored home jersey.
