My guess is that he was never the suspect, just connected to the case. Most likely by acquaintance to the suspect or presence in the general vicinity.

Link?William Meggs, state attorney for the 2nd Judicial Circuit in Tallahassee, confirmed his office didn't receive an incident report from the Tallahassee Police Department until earlier Wednesday. Meggs, who was traveling, said he has only had the report read to him by an associate over the phone.
"We learned about the police report for the first time today," Meggs said. "I've had it read to me. I think the police department would have to tell you why I didn't learn about it for the first time until today."

I think Winston is not regarded as the likely perp. Possibly a witness. Would hate to see his name tarnished if this is the case.
The report describes the suspect as having a muscular build, with a weight of 240 pounds and a height between 5'9" and 5'11." Winston is listed at 6'4," but police reports are notoriously inexact with these sorts of things.

Yeah, for sure. If this was one of ours, we'd be off the hook with how this is being handled. Let it play out and if guilty, deal with it then.
Interesting to note how this is being handled by the media in a couple of respects. 1) It's not us (but I can clearly symphatize with FSU folks), and 2) It's not an SEC school.

Most people can tell the difference between a 5-9 240-lb fireplug and a 6-4 215-lb (comparatively slender) athlete. It seems unlikely to me that, if Winston were indeed the suspect, the police would have spent the past 11 months without arresting him, charging him, or detaining him for detailed questioning.
