It's a tie for me. Christopher Walken is funny as hell as Max Zorin (who can forget his classic deliver of the line, "I'm happiest...in the saddle") but Hugo Drax in "Moonraker" is also funny and he delivers my favorite/lamest Bond line ever, "See that some harm come to him."

I have to say that my favorite is Karl Stromberg, but mostly because he's the villain in my favorite Bond movie (the Spy Who Loved Me).
Would also have to put Francisco Scaramanga (The Man With the Golden Gun & 3rd Nipple) up there, as well as his henchman: Nick Nack (Tattoo from Fantasy Island).
Hugo Drax was a complete copy of Stromberg, when they just took the script for TSWLM, put it in space, and made Moonraker.
Max Zorin is a great choice as well ..
