Pennsylvania Attorney General Linda Kelly had a press conference that was shown live on ESPN, between 1 and 1:30 ET on ESPN.
During Q&A, she covered a couple of legal points:
The statute of limitations on sexual abuse cases allows charges to be brought up until the juvenile victims reach age 50.
It is not necessary to have the victim of a sexual abuse crime testify in a case where there's an eyewitness to the abuse. As an aside, they are aware of the identity of 6 of the 8 victims, but not the kid that was in the showers in 2002 when McQueary saw Sandusky assaulting him.
They put out 2 phone numbers, asking specifically for that 2002 victim to come forward, and for anybody else with other information to contact them.
She said that JoePa fulfilled his legal obligation and was "not a target" of the investigation. When asked about President Spanier, she didn't say that, she said that the investigation was ongoing.
It was fairly easy to tell that Kelly (and State Police Commissioner Noonan) were disgusted with the behavior (and inaction) of the folks in charge at Penn State. They talked about sexual abuse victims being scarred for life, and stated that those officials not reporting the incident in 2002 likely allowed other boys to be victimized.
