No. The orders tend to be issued in response to a place already being hit hard or showing evidence of being about to be hit hard and in places with greater population density. Florida is interesting though. With no actual knowledge whatsoever, I strongly suspect that how heavy one's initial exposure is, makes a big difference in severity and outcome.
I read what he's saying as those in care facilities. I haven't seen a US number, but in Europe, nursing homes are half the deaths. I think there's a pretty big difference between staying indoors at home without infected people being with you and staying indoors in an institution in close quarters with lots of other people, on or more of whom will inevitably get it. It seems very clear that close and sustained proximity to those with it is the single biggest factor in transmission, and I strongly suspect that it's also a big factor in severity.Yes, correct, and the prisons as well. That said, I've been walking about ten miles a day, so I agree that fresh air is generally a good thing although when I get this, it will likely be from a passing cyclist.
