Actually, Dr. Acton addressed these projections today, the IMHE is still reaching out to states for better data... they have reached out to Ohio. In all likelihood they aren't basing their response on this, at least primarily. Ohio is not.

JMO but I think we're looking at July or August at the least before the quarantines disappear. from what I have read the J and J vaccine won't be ready until Sept. So I think they are just portioning stuff out as they go
