Again, without being political, why can't the Senate and the House set up something like Skype, and pass a quick temporary bill, to allow members of Congress who are self-isolating to vote from their remote locations?

Their inability to figure out how to do that quickly is very illustrative of their dysfunction.

On a side note, I've actually been saying for 25 or 30 years that Congress should be voting from their home districts, in order to minimize the effects of lobbying. But that will never happen.

That idea is all fine and good. Let me know when they can illegally make money off of it and then they'll get right on it.
