Actually, I believe this is not illegal in Arkansas per state law, nor is it prohibited by university policy. So it's not really a "transgression" at all at the University of Arkansas. I also believe that the young woman was already employed in the athletic department at the time she was named to Petrino's staff.

correct.
her being on his staff was completely within the laws of the state, and rules of the university.

not disclosing the relationship is what got him in the doghouse.

I recall that when I was a boss, it was verboten for me to ask questions of employees that related to their personal relationships. So why is it a problem to lie when asked a question by your boss that the boss isn't really allowed by law to ask?

Just being my usual devil's advocate here; I don't give two shits what happens to this twit.

i don't think they can ask if he's fucking his next door neighbor's dog, or any other creature not employed by the University.

but I'm pretty sure they can ask if he has any relationship to a new employee.
Whether she's kin to him, or someone he's banging (or both since this is Arkansas we're discussing).
