Yes... I mean penalize the O and move them back to the 25 yd line or something. 99yds of the field if you fumble forward out of bounds it's no big deal, I don't see why you should get punished a complete TO if it goes out of the endzone. I'm not a fan of a team getting a TO when they may never even have touched the ball, personally.

it's much easier to 20+ yards on clemson when there are 20+ yards behind it than it is go 3 yards when there are only 10 yards behind it.

It's just out of bounds with no recovery like any other fumble. You get do overs on fumbles that go out of bounds. Just spot it back at the point of the fumble.
